The Town Clerk-Treasurer serves in a unique “two-hat” role as both the Chief Fiscal Officer and Official Clerk of the municipality. Elected to a four-year term, this position provides an independent check and balance to the Town Council while ensuring the town’s financial stability and legal compliance.

Managing Town responsibilities with Precision
Responsibilities of the Clerk-Treasurer

Administrative Responsibilities
- Serves as Secretary to the Town Council and attends all meetings
- Records and maintains the official journal and minutes of proceedings
- Acts as custodian of the town seal and all official records, including ordinances, resolutions, contracts, and deeds
- Publishes required legal notices for bids, budgets, and public hearings in accordance with Indiana law
- Issues town licenses and permits (including parade and street closure permits) and collects associated fees
- Ensures transparency and legal compliance in municipal recordkeeping
Financial Responsibilities
- Receives, safeguards, and manages all town funds
- Pays town bills only upon order and authorization of the Town Council
- Prepares annual budget estimates, financial statements, and proposed tax rates for Council consideration
- Maintains detailed records of all town receipts and expenditures
- Prescribes payroll and accounting forms and manages employee benefits
- Serves as the town’s investment coordinator, responsibly investing and managing public funds
- Oversees utility billing and collection for town-owned utilities
- Compiles and files required financial reports with state and county agencies
